Federal opportunities on SAM.gov
SAM.gov is the official United States system for federal contracting opportunities. Agencies post solicitations there, and you can search by keyword and by NAICS code. For marketing and creative work, useful codes include 541810 for advertising agencies, 541613 for marketing consulting, and 541820 for public relations. Registration is free.
State and local government portals
Every state runs its own procurement portal, and many counties and cities do too. These hold a large share of marketing and creative RFPs, because tourism boards, transit authorities, school districts, and economic development offices all buy these services.
